If you want a filter that targets Formaldehyde [1], then choose the green filter.
You are likely at risk to be exposed to higher levels of Formaldehyde if you live in new-construction homes, or those with new manufactured wood products (i.e. flooring and furniture).

Choose Black Filter
If you want the best grade filter that Xiaomi has to offer, then choose the black filter.
The black filter is rated HEPA 13 and is considered one of the highest tier of HEPA (below HEPA 14). Furthermore, HEPA 13 an be categorized as medical grade where it is commonly used in pharmaceutical manufacturing and electronic control rooms [2].

There are no losers if you decide either the green or black filter. This is because both are HEPA grade. If you truly want the best of the best, get the black filter. If not, the green is already a good choice. And if you have the budget, why not get both!
